When flying to the USA, Senate Chambers Cafe and Tim Hortons are the only places you can get food. Tim Hortons didn't even have sandwiches or soup, just donuts and muffins, so I went here.
Regular coffee was $3.68. What a rip off. At least refills were unlimited. I got the Scramble Breakfast and it was ok. Breakfast cost about $20 total. Good thing I got a $13 voucher from United. -

We arrived at 4:45 and they said they were open. We sat and ordered. The breakfast menu is very limited. Then they said the kitchen would take 30 minutes. That was ok. Then they said 45 minutes. We asked if we could get the food their grab and go and cancel the order. We got a fruit cup and sandwich. When we asked to pay ONLY then did they say they could not take credit cards. When we asked for a manager they all of a sudden could. Food was OK but not good service.

The only full service, full bar, restaurant on the American side of the Canadian airport. If need a drink or alcohol, great. Food quality, less than average. Service is OK. Price, through the roof, for what you get.

The decoration of the Cafe and Bar is accomplished by leaving empty coffee cups, spilled drinks, dirty napkins, uneaten food and dirty dishes everywhere. The server apparrently thinks this is an effective tactic against new customers. I dig the passive aggressive "the customer is wrong" and dramatic eye rolls and huffing from the middle age Asian server.
She managed to ignite two customers during my brief and unpleasant visit. Best to visit the vending machines down the terminal -

Bad bad bad
This place has cornered the market as it's the only cafe/restaurant after you clear Customs (Tim Hortons is there but only has coffee and donuts) and accordingly they seem to think customers will come out of desperation. The staff were indifferent and generally gave the impression they were there under duress. The food is barely ok.
My advice is to buy something or eat at a place in the terminal before checking through. I wouldn't recommend Senate.
Mid April and it's still bad...I didn't take my own advice and made the mistake of going back. Same waiter giving the same attitude.
